feat: add bb_wifi net-event sink seam (got_ip/disconnect/lost_ip) (#804)

bb_wifi's canonical STA-lifecycle-edge output: a single injected,
NULL-safe net-event sink fired at got_ip/disconnect/lost_ip, mirroring
the ota-validated/on_disconnect cb seams. Generated via the bb_core
BB_CALLBACK_SLOT_VOID helper (KB 781, callback-slot consolidation),
instantiated in platform/host/bb_wifi/bb_wifi_emit.c so the real
setter/invoke pair is host+esp compiled and host-tested via real
symbols. core stays bb_event-free; the sink's consumer (the bb_event
wifi.* publisher) is composition/egress-layer work landed separately
(KB 781 PR4-egress).
