Commit Message

Use the org-level release secrets in the release workflow

Replace the bespoke OPENMRS_BOT_GITHUB_TOKEN and OPENMRS_MAVEN_* secret
names with the org-level secrets already shared with this repository
and used by module releases (openmrs-contrib-gha-workflows) and
tx-pull: OMRS_BOT_GH_TOKEN, MAVEN_REPO_USERNAME and MAVEN_REPO_API_KEY.
These resolve with no repository setup, leaving only the Docker Hub
environment secrets to provision.
