Commit Message

Add GitHub Actions workflow for releasing maintenance versions

Duplicates the Bamboo "Release" and "Release image variants" stages of
the plan in bamboo-specs/bamboo.yml as a workflow_dispatch workflow:
maven version set and release commit, multi-arch docker images, Nexus
deploy from inside the dev image, git tag, next SNAPSHOT bump, and the
per-JDK image variants. See the header comment for required secrets,
environments, and operational notes.

The copy on master is inert (validation rejects non-N.N.x branches);
it exists so Dependabot keeps the action SHA pins fresh.
