Prefer a short-lived App token for release pushes

Adopt the shared module-release workflow's token preference (App token
|| bot PAT || github.token) using the org-level OMRS_RELEASE_BOT_APP_ID
and OMRS_RELEASE_BOT_PRIVATE_KEY secrets. App installation tokens only
live an hour, which is shorter than this job's build and deploy phases,
so one token is minted for the validation pre-flight and a fresh one
just before the push steps; both are scoped to contents: write only.
The App must be on this repository's ruleset bypass list, which the
pre-flight proves before anything irreversible happens.
