feat: add sat_sub fence family (saturating-subtract idiom) (#791)

- new fence/sat_sub.py: freezes hand-rolled one-sided saturating-subtract
  idioms (forward/reversed ternary + decrement-by-1 variant), same
  turnkey family convention as clamp/scalar_parse
- seeded baseline: 13 sites (the sweep's 12 confirmed sites plus a 13th
  genuine site the manual sweep missed, in bb_net_health_espidf.c)
- README: document the new family, cross-reference from clamp's
  one-sided-saturate carve-out
- tests: fires on each idiom variant, does not fire on two-sided clamp or
  bounded-chunk loops, rename/line-shift identity stability, shrink-only
  --update-baseline refuses to bless a new site
