refactor: migrate bb_http_server url-parsing onto bb_scalar (#790)

bb_url_parse_bool/bb_url_parse_uint (components/bb_http_server) had no
production callers outside their own definitions and duplicated the
already-extracted, host-tested bb_scalar_parse_bool/bb_scalar_parse_uint
(components/bb_scalar). Delete the originals (http_utils.c keeps only
bb_url_decode_field), drop the now-dead istrcmp helper, and drain the
scalar_parse fence baseline (2 -> 0, locked against reintroduction).
Duplicate accept/reject coverage in test_http_utils.c is removed in favor
of the existing test_bb_scalar.c suite, which already exercises the same
cases.
