fix(edge): track alloy-edge config at repo root (conf/ is gitignored)

The alloy-edge log-shipper config lived in conf/ which is gitignored, so the
committed compose referenced an untracked file. Move it to the repo root
alongside frontend-nginx.conf so it is version-controlled and the reference
resolves on any checkout.
