Add 0.7.0 streaming profile baseline (#152)

Requirements: add published profile 0.7.0 as a first-class baseline that preserves the 0.6.5 fanout-capped ambient-delta-uq contract without mutating the 0.6.x ladder.

Design: specify 0.7.0 as an independently addressable exact-match catalog entry that resolves to the 0.6.5 contract and retains protocol-valid deterministic behavior.

Validation: add coverage for 0.7.0 resolution equivalence, emitted branch metadata, and deterministic coexistence with the existing published profiles.
