* Add Azure Table block store

Add a new lexongraph-block-store-azure-table crate plus the corresponding rust-azure-table-block-store spec package.\n\nImplement deterministic single-entity table storage, bounded application-level retries, mock-backed conformance coverage, and an opt-in live Azure test surface.
