[#248] Add image compression to mobile app for faster sync (#251)

* [#248] Add image compression to mobile app for faster sync

- Add expo-image-manipulator dependency for image compression
- Create image-compressor.js utility with quality presets (low, medium, high, original)
- Add database migration (v6) for imageQuality setting in config table
- Update BuildParamsState to include imageQuality setting
- Add Image Quality section to Settings UI with dropdown selector
- Update TypeImage component to compress images at capture time
- Show file size below image preview after compression
- Add loading indicator during compression
- Add translations for compression-related strings (en/fr)
- Add unit tests for image-compressor utility
- Add jest mocks for expo-image-manipulator and expo-file-system

Default compression (low) resizes to 640px width at 60% quality,
targeting ~100-200KB file sizes for faster sync on poor connectivity.
