release: refresh the binary Homebrew formula automatically (#41)

Replaces the dawidd6 homebrew-bump workflow (which bumps a single source
tarball and can't handle a per-platform binary formula) with a bump-formula
job in release.yml.

- .github/scripts/bump-tap-formula.py retags each per-platform release URL to
  the new tag and recomputes its sha256, leaving desc/install/test untouched.
  Verified locally to reproduce the current formula byte-for-byte.
- bump-formula (needs: build) runs after the binaries are attached, clones the
  tap, refreshes Formula/edikt.rb, and pushes. No race, hands-off.
- workflow_dispatch (tag input) added so binaries + formula can be rebuilt for
  an existing release; the build checks out the tag's code and the crates
  publish is skipped on dispatch.
- Removed .github/workflows/homebrew-bump.yml.
