homebrew-bump: add workflow_dispatch for manual re-bumps (#40)

Lets the tap formula bump be triggered by hand (with a tag input) in addition
to the release-published trigger, for re-running after a flaky release. The job
guard now allows the manual event; the action reads the tag from the release or
the dispatch input.
