release-packaging: add workflow_dispatch to backfill release binaries (#104)

Lets the packaging workflow be triggered manually against an existing release
tag (e.g. v0.10.1, cut before this workflow published binaries). It checks out
the tag's own code so the attached binaries match the released source, and skips
the crates.io publish on manual dispatch (binaries only; the crates are already
published).
