release-packaging: auto-refresh the binary Homebrew formula (#105)

Adds a bump-formula job (needs: build) that refreshes the tap's binary formula
after the release binaries are attached, and removes the dawidd6 homebrew-bump
workflow (which can't bump a per-platform binary formula).

.github/scripts/bump-tap-formula.py retags each per-platform release URL and
recomputes its sha256, leaving desc/install/test untouched.
