ci: publish release binaries; cut CI minutes; document install methods (#103)

Release Packaging now cross-builds semverator for linux/macOS/windows
(x86_64 + arm64) and attaches the tarballs/zip to the published release,
matching gpg-inspector's asset naming, then publishes the crates.

CI-minute reductions on check-and-lint and test:
- cancel-in-progress concurrency so superseded runs stop immediately
- paths-ignore docs so code CI skips Markdown-only changes (markdownlint
  moved to its own workflow that runs only on **.md)
- Swatinem/rust-cache to avoid full recompiles each run
- drop the codegen-units=1/opt-level=0/panic=abort test RUSTFLAGS that
  slowed compilation with no test-value
- coverage installs cargo-tarpaulin as a prebuilt binary instead of
  compiling it from source every run

README documents all four install paths (Homebrew, Cargo, pkgx, source).
