docs(eras): draft WP-8 drain projection §C/§D (95 twins + 99 closes) for approval

Increment 4. John chose draft-then-approve for the jssm drain. Pulled all 106
live jssm titles and drafted issues-projection.md §C (95 fsl twins, grouped by
milestone #49-#59, umbrella-first; jssm#623 folds into the M1-check twin, jssm#621
into the formatter twin) and §D (99 closes: 97 migrations, #871 dup-of-#870,
#631 DONE?-verify; plus 7 KEEP items that close via their own 6.0/fix PRs).
Reconciles to 106. Three batched open-Qs left for John, all with safe defaults
so they don't block filing. NO tracker action taken — nothing is filed or closed
until John approves this revision.
