mem: pool TLS legs per worker — plaintext conns drop 72KiB of inline staging

ProxyConn embedded two optional Tls legs inline, each with 2x18KiB wire
staging buffers; connection start dirtied them even when no hop spoke
TLS. Legs now live in a per-worker Pool(Tls), sized one leg per
connection per TLS-speaking side at startup (zero reservation for a
plaintext config), checked out at handshake start and checked in
wherever the channel was already freed or parked. Tls.init-by-value
becomes an in-place reset that leaves the wire buffers untouched and
preserves the pool bookkeeping.

Measured (loopback, nginx origin, c=1024 keep-alive): RSS 106.3 -> 32.0
MiB (haproxy 3.4.1 same load: 39.2), private-dirty per connection 88 ->
15.8 KiB, virtual 561 -> 331 MiB. 30k-rate zrk band unchanged (p50
165us, p99 1.76ms). Tests, sim seeds 0..300, and the zero-alloc gate
stay green.
