fix(conductor): stop conductor.enable from overriding directory URLs (#4065)

Enabling the flag force-set directory.language.url/directory.plugin.url
to local dev paths, and disabling it reset them — a one-click local-dev
convenience that had no business running in production, where it
silently redirects the language/plugin directories to paths that don't
serve anything meaningful. Toggling conductor.enable should only affect
the Conductor framework itself.
