fix(conductor): switch to Introduction tab on any error while CSE Machine tab is active (#4066)

surfaceConductorError already did this for the Stepper tab (REPL-hiding,
so an error would otherwise fail silently); extend the same check to the
CSE Machine tab, which hides the REPL the same way. Covers all three
error paths that funnel through this helper: runtime errors from the
error channel, preprocessing/syntax errors delivered by rejection, and
conductor setup failures.

The legacy (non-Conductor) path already does this for both
usingSubst and usingCse, so this closes the equivalent gap on the
Conductor side.
