feat: bbdevice engine cluster — monitor_core/criteria_core/readiness_core/profiles + restore suite_framework deferrals (#704)

- add monitor_core.py: generic poll engine + heap/reboot/reset/wdt/downtime detectors, configurable (field, path) endpoint list, and register_detector()/detectors_from_criteria(extra_detector_names=...) extension point for board-specific detector factories
- add criteria_core.py: generic criteria loader/for_profile, with an overlay dict field for board-specific YAML keys instead of subclassing
- add readiness_core.py: generic heap+reachability wait_until_ready/is_ready, with an extra_checks: Sequence[Callable[[ReadinessSnapshot, Criteria], Optional[str]]] hook for board-specific readiness checks
- add profiles.py: generic Profile/Profiles container + default_profile() identity resolver (board-taxonomy detection stays in the source project)
- restore suite_framework.py deferrals: SettleConfig.wait_ready wired to readiness_core/criteria_core; SuiteContext.criteria/.profiles typed as criteria_core.Criteria/profiles.Profiles via TYPE_CHECKING imports
- port generic test coverage for all four modules plus new extension-point tests
