perf: right-size SSE event ring and gate net.health SSE auto-attach (B1-546) (#701)

- ota.progress SSE topic is now retained (was non-retained) — ring holds only
  the latest progress update, matching how bb_ota_last_progress is actually
  consumed
- default non-retained per-topic replay ring capacity (CONFIG_BB_EVENT_ROUTES_RING_CAPACITY)
  drops 16 -> 8, in both the Kconfig default and the C fallback
- add CONFIG_BB_NET_HEALTH_SSE_AUTO_ATTACH (default y) gating
  bb_net_health_attach_sse() so a consumer can compile out the net.health SSE
  topic (and its retained-ring heap) without touching call sites
- add host coverage for the new default ring-capacity sizing
