ci: gate smoke on firmware changes, add py-test gate, concurrency (#700)

- board smoke matrix runs only on PRs when firmware paths change (via centralized path-changes reusable workflow); skipped on docs/tooling-only PRs and on merge-to-main
- new py-tests job runs bbtool + bbdevice unittest suites, gated on scripts changes; no coverage
- concurrency cancels superseded PR runs (never main)
- summary gate uses the shared ci-result-gate action, tolerating skipped optional jobs
