feat: bbdevice core foundation — identity, safety, discovery(service_type), suite_framework (#699)

- extract _read_identity from fleet discovery.py into device/identity.py (http /api/info read, not mdns)
- move safety.py; repoint identity import to .identity so guard no longer depends on the mdns module
- move discovery.py: discover() takes a required service_type param (no hardcoded service string) and returns [] gracefully on empty browse; wrap the browse in try/finally to close the zeroconf instance (fixes a leak in the original); zeroconf is a native dep so a missing-zeroconf ImportError now propagates directly
- relocate SettleConfig/SuiteContext/gate_enabled into suite_framework.py (generic; SettleConfig.wait_ready and real criteria/profiles types deferred to the engine PR)
- port test_safety; add test_identity; port in-scope test_discovery (service_type + empty-graceful)
