docs: specify resolution-time membership, pin-as-floor, and opt-in governance modes

Fold five clarifications into the views/presets-as-maintained-resources
design: membership is checked at resolution time; the pinned version is
the un-revalidated floor; space-based float is strictly opt-in via
gen:governedBy (never inferred from the maintainer set), otherwise
supersedes/same-pubkey resolution applies as today; and latest-wins is
an endorsement by the space, not a tamper-proof ordering.
