docs: add minimal implementation sketch for space-governed views

Vocab constant, governedBy parsing in View, a single published
get-latest-governed-version(kind, space) query as the whole resolver
(spaces-repo-hosted, SERVICE to the main repo), a query-or-pin branch
in View.resolveLatestVersion, and a view-template supersede on the
publishing side. Presets and the materializer stay untouched.
