docs: govern view versions via in-definition space-ID pin

Rewrite the per-pair governance section around declaring the governing
space in the view definition (gen:governedBy on the version IRI) rather
than on the assignment. Pin to the durable space ID (not a root-def
space-ref) so a legitimate root-def migration doesn't invalidate view
links, with root-def resolution deferred to resolution time. Spell out
that gen:governedBy is a label, not a grant (authority = admin-gated
isMaintainedBy + member signature), and how resolution degrades safely
when the declaration is absent.
