feat(bb_system): reboot-history ring on /api/diag/boot (B1-527) (#689)

- add bb_reboot_history_t (8-entry ring) + pure push/encode/decode in
  bb_system, mirroring the existing bb_reboot_record_t idiom
- persist the ring under bb_reboot/history NVS key; bb_diag's
  load_reboot_record() reads, pushes this boot's effective reboot
  reason, and re-persists once per boot
- surface reboot_history[] (newest-first) on GET /api/diag/boot and
  the diag.boot SSE topic, alongside the existing single
  cleared-on-read reboot_reason object
- 100% branch coverage on the new pack/unpack + serializer code
