feat(bb_system): reboot-reason SSOT — bb_system_restart_reason + reboot_reason on /api/diag/boot, wire api_reboot + egress_tier3 (B1-527) (#688)

- add bb_reset_source_t closed enum + bb_reset_source_str + bb_system_restart_reason to bb_system, persisting a single clear-on-read record to NVS (bb_reboot_record_t pack/unpack, pure, compiled host+espidf+arduino)
- bb_diag reads+decodes+erases the record at boot (only trusted when reset_reason is software) and surfaces it as a nested reboot_reason object on GET /api/diag/boot and the retained diag.boot SSE topic, with age_s computed fresh at each serialize call
- wire POST /api/reboot (api_reboot) and bb_net_health's egress tier-3 rate-limited reboot (egress_tier3) through bb_system_restart_reason
- document the new SSOT and its can-disagree-with-reset_reason semantics in CLAUDE.md
