chore(frontend): delete leftover file (#7214)

### 💭 Notes

After https://github.com/kobotoolbox/kpi/pull/7190 got squash merged
(introduced `projectSettings.js` → `projectSettings.tsx` rename), the
branch that was based on it https://github.com/kobotoolbox/kpi/pull/7193
didn't show conflicts, but stopped removing `projectSettings.tsx`. The
orphaned file was left in the codebase and is causing TS errors.

I think that "Base automatically changed from…" GH event doesn't
re-trigger CI, which is a bad thing.
