refactor(nvs): SSOT NVS namespace constants (B1-444) (#631)

- add BB_NV_CONFIG_NVS_NS ("bb_cfg") to bb_nv.h; replace local
  BB_NV_CONFIG_NAMESPACE define and all nvs_open/manifest/batch call
  sites in bb_nv.c, plus the bb_cfg literal in bb_ota_boot.c and the
  wipe_wifi guard comparisons in bb_nv_delete_routes.c
- add BB_MQTT_NVS_NS ("bb_mqtt") to bb_mqtt.h; drop the duplicate
  local defines in bb_mqtt.c (host + espidf) and bb_mqtt_telemetry_host.c
- drop the duplicate local BB_SINK_HTTP_NVS_NS define in
  bb_sink_http_telemetry_host.c (bb_sink_http.h already owns it)
- document why bb_telemetry.c keeps its own bb_mqtt/bb_sink_http
  namespace literals (deliberately not REQUIRES-coupled to those
  components) rather than sourcing them from the owning headers
- no namespace string values changed
