refactor(bb_alert): SSOT alert-type constants (B1-447) (#632)

- add BB_ALERT_TYPE_* constants to bb_alert.h (SSOT for alert type strings)
- values are byte-identical to prior literals (no wire format change)
- replace scattered "wifi_no_ip"/"wifi_lost_ip" literals in wifi_reconn.c
- replace scattered "update_failure"/"update_available"/"update_applied" literals in bb_update_check_common.c
