refactor(bb_diag): drop vestigial BB_DIAG_ROUTE_COUNT + reserve companion (B1-441) (#630)

- delete BB_DIAG_ROUTE_COUNT and its N_TRIGGER/N_COREDUMP/N_TASKS arithmetic
- delete bb_diag_routes_reserve() and its PRE_HTTP registration (reserve is vestigial)
- register bb_diag_routes at default order (0) instead of misusing the route count as a sort key
- drop the matching bb_init_force_register_pre_http call from CMakeLists
