feat: add trgr track group box

Add TrgrBox for the Track Group Box (trgr, ISO/IEC 14496-12 Sec. 8.3.4), a
container in a trak holding one TrackGroupTypeBox per track group the track
belongs to. The generic TrackGroupTypeBox carries the track_group_type as its
box type, the track_group_id, and any type-specific trailing data as Payload
so boxes such as the StereoVideoGroupBox ('ster', with left_view_flag) round
trip unchanged.

The standard 'msrc' and 'ster' track group types are registered as decoders;
a CreateTrackGroupTypeBox helper and a TrakBox.Trgr reference are added.
