fix: derive necessary layers for VPS output layer set 0

The VPS extension parser skipped the F-12/F-13 derivation for output layer
set 0 (the base layer set), leaving NumNecessaryLayers[0] and
NecessaryLayersFlag[0] unset. OLS 0 always contains the single base layer,
which is the inferred output layer and is necessary, so set
NumNecessaryLayers[0]=1 and NecessaryLayersFlag[0][0]=true. No bits are read
for OLS 0, so parsing is otherwise unchanged.

This is required for a correct Operating Points Information ('oinf') sample
group, where OLS 0 must describe a one-layer operating point.
