chore: bump minimum Go version from 1.17 to 1.19

Fuzz tests use native fuzzing (testing.F), which needs Go 1.18. Go 1.19 additionally fixes fuzz-corpus CRLF handling (golang/go#52268), so the seed corpus loads on Windows CI where git's autocrlf rewrites LF to CRLF.

- go.mod: go 1.17 -> go 1.19
- CI matrix: ["1.17", "1.26"] -> ["1.19", "1.26"]; disable fail-fast so every leg reports independently
- Remove the now-redundant //go:build go1.18 guard on mp4/fuzz_test.go
