fix: let administrators bypass post length limits in quick reply (#14399)

The server-side topic/post creation skips the minimum/maximum length
checks for administrators (src/topics/create.js), but the client-side
quick reply validation enforced them for everyone. As a result admins
were blocked by the UI before the request ever reached the server.

Skip the client-side length check for administrators, mirroring the
server behaviour and the existing app.user.isAdmin guard used for
upload size limits.
