feat(bbtool): add bb_lint() cmake target for consumer conventions linting (#595)

- adds bb_lint() function to cmake/bbtool.cmake with ROOT/PROFILE/TARGET args
- opt-in custom target (not in ALL); consumers invoke cmake --build . --target bb_lint
- re-derives _py/_script inside the function via CMAKE_CURRENT_FUNCTION_LIST_FILE
- guards against double-definition with if(NOT TARGET ${TARGET})
- updates stale header comment to reflect bb_lint() is now delivered
- documents bb_lint() in README.md and CLAUDE.md
