feat: surface bb_pub config-visibility warnings (B1-385, B1-387, B1-398) (#593)

- b1-385: emit boot bb_log_w when BB_PUB_BUFFER_ALWAYS=y on no-PSRAM board; advisory only, never asserts
- b1-387: confirmed existing undersized-ring warning (B1-298) is present and clear; left unchanged
- b1-398: add `bool available` to bb_pub_status_t; set true only after bb_pub_start() succeeds; expose in /api/telemetry GET; PATCH returns reboot_required=false + publisher_unavailable=true when AUTOREGISTER=n
