fix(test): recompute-reach test used two Http::fake stubs (first-match wins)

The over-reached-shrink test registered a second Http::fake() for the
"capped" schedule, but Laravel accumulates stubs and the first registered
match wins — so recomputeReach saw the FIRST (uncapped) stub, newMax
equalled the pool, and it correctly skipped (shrunk=0), failing the
assertion. Production logic is correct (verified on db1's real graph:
13,949 -> 4,000). Replace the two stubs with a single request-aware fake
that mimics the routing server, capping the curve to target_users when the
param is present; create reach with the cap off, then enable + recompute.
