fix(test): add layers param to WhatJobsGeocodingTest geocodeAddress overrides

Commit 3cfcab068 added `array $layers = []` to
WhatJobsService::geocodeAddress but did not update the 8 anonymous-subclass
overrides in WhatJobsGeocodingTest, giving a PHP "incompatible declaration"
fatal that aborts the whole test file. This broke master's Laravel CI (and,
via fail-fast, killed the Playwright run mid-suite so it falsely showed as
failed too). Add the matching `array $layers = []` to every override.

All 22 WhatJobsGeocoding tests pass.
