upgrade to kratos v3.0.0 with deps and template

- bump go-kratos to v3.0.0 (from v2.9.2)
- bump yylego/kratos-errors to v0.0.2
- update internal/codegen to emit v3 import paths
- proto3ps go_package synced to v3
- regen 4 examples pb.go via local protoc-gen-orzkratos-errors
  (built from this branch with v3 codegen)
- align CI workflow with template: upload-artifact v7,
  action-gh-release v3, checkout v7, +repo-checkout flag
