feat(bb_net_health): nest MQTT diagnostics under net.mqtt; portable bb_mqtt_stats_t (B1-362) (#568)

- portable bb_mqtt_stats_t: disc_reason/tls_fail/tls_error_code replace raw last_disc_error_type
- bb_tls_classify: shared portable TLS handshake diagnostic layer
- net.mqtt sub-block (breaking /api/health net section): connected, reconnect_count, disc_age_s, disc_reason, tls_fail
- last_disconnect_reason reverts to WiFi reason (wi->disc_reason)
