feat(bb_tls): shared TLS handshake-diagnostic + heap-budget layer; close B1-277 (B1-361) (#566)

- new pure bb_tls component: bb_tls_handshake_diag (mbedtls -0x7200 classifier) + bb_tls_heap_guard_passes predicate + shared BB_TLS_HEAP_CONTIGUOUS_FLOOR/_TOTAL_FLOOR Kconfig
- migrate bb_ota_pull onto bb_tls; remove per-component BB_OTA_PULL_MIN_HEAP_BLOCK_BYTES/_MIN_FREE_HEAP_BYTES knobs (BREAKING) — consumers use the shared BB_TLS_HEAP_* knobs
- bb_sink_http: espidf-gated pre-flight TLS heap guard before the handshake — closes B1-277
- BB_TLS_MUTUAL_ENABLE stays in bb_tls_creds (shared cred home); BB_MQTT_TLS_ENABLE/BB_HTTP_TLS_ENABLE stay component-local
- host tests for both pure helpers (all branches)

BREAKING: CONFIG_BB_OTA_PULL_MIN_HEAP_BLOCK_BYTES / _MIN_FREE_HEAP_BYTES removed; use CONFIG_BB_TLS_HEAP_CONTIGUOUS_FLOOR / _TOTAL_FLOOR. Consumers setting the old knobs (TaipanMiner) must migrate.
