feat(bb_ota_pull): runtime SSL_IN diagnostic on OTA TLS handshake failure (B1-358) (#565)

- pure bb_ota_tls_diag classify+format helper (both branches: symptom/non-symptom)
- wired into esp_https_ota_begin failure path with host extraction from download_url
- captured into last_error (/api/update/progress)
- kconfig help + claude.md docs, ssl_in↔cert-chain relationship documented
- host tests both branches, null/short-buf safety
