fix: fleet ota push Device->Client crash + dry-run plan + elf-list in-use (TA-456) (#581)

- cmd_ota_push, pull, mark_valid, recover, status, verify: wrap Device in
  Client(d.ip, port) before passing to ota.*; set c.board = d.board so
  ELF archival in ota.push has the board string
- settle: pass float seconds to ota.* (SettleConfig.settle_delay when
  enabled, else None) instead of the SettleConfig object
- cmd_ota_pull/verify: handle VerifyResult return type (not string/bool)
- cmd_ota_push --dry-run: print identity-verify result, bin file + image
  size, target host, and post-push expectation; no HTTP sent
- cmd_elf_list IN-USE: primary source is /api/info app_sha256 (running
  image sha, always present); /api/diag/panic is now a fallback; fixes
  dev/-dirty builds that never crashed showing IN-USE=no
- add tests/test_cmd_ota.py: 15 tests driving real cmd_ota_* handlers
  with a Device (not a Client mock), asserting Client construction and
  .request() reachability; dry-run plan detail; elf-list IN-USE for
  dev/dirty builds; suite: 456 passed (441 baseline + 15 new)
