devpod: add git + upgradePackages features; scope config to local

- devcontainer.json: add the git devcontainer feature (newer git for signing) and
  common-utils upgradePackages: true, matching the bloque setup
- Scope the workspace to local container runtimes (rootless podman / Docker
  Desktop): document that compose.podman.yaml's keep-id + 1Password bind are
  local-only, and remove the remote-VM instructions and .devpod.env.example to
  avoid implying remote support that this single compose config does not provide.
  A remote variant can be added later if needed.
