feat(devpod): nvim persistence, 1Password agent, extra mise tools

Adopt the useful bits from the bloque devcontainer (mapped to our compose setup):

- compose.yaml: persist Neovim across rebuilds (nvim-data/state/cache volumes),
  add MISE_CONFIG_DIR
- compose.podman.yaml: forward the host 1Password SSH agent (SSH_AUTH_SOCK /
  OP_AGENT_SOCK + bind ~/.1password) so signed git commits work in-container
- mise.toml: fix `python` typo (was `pytphon`, which broke `mise install`), and
  pick up the added tools (bat, ripgrep, eza, pgcli, python) and the setup-tig task
- postcreate.sh: run the apt-based mise tasks explicitly (mise install does not run
  them) — setup-postgres-client (required) and setup-tig (optional, non-fatal)

NET_RAW from bloque is intentionally omitted (ansible/ping-specific, not needed by
a postgres exporter). init / label=disable / keep-id were already present.
