fix(devpod): install uv (for pipx:pgcli) + cargo-watch; harden mise install

- mise.toml: add `uv` so the `pipx:pgcli` backend works (without pipx/uv, `mise
  install` failed with "pipx install ...: No such file or directory" and aborted
  postCreate). Also add `cargo:cargo-watch` so `just watch` (run + auto-reload the
  exporter) works in the container.
- postcreate.sh: make `mise install` resilient — retry once, then fall back to
  installing the essentials (just, rust, uv, python) so a single optional tool can
  no longer brick the whole workspace, and verify `just` is present before
  continuing.
