build: relabel postgres container volumes with :Z for SELinux

On enforcing SELinux hosts (e.g. Fedora Atomic/Silverblue), the bind-mounted
volumes in 'just postgres' were not relabeled, so PostgreSQL could not access
/db and the container exited immediately (removed by --rm, appearing as if it
never started). Add :Z so podman/docker relabels the mounts for container
access on every run, which also prevents stale data from a previous container's
SELinux MCS category from blocking subsequent starts.
