build: make 'just test' use an already-running PostgreSQL

Detect whether PostgreSQL is reachable on localhost:5432 (via psql) before
trying to manage a container. This lets the test/bump flow run inside an
environment that has psql but no container runtime (e.g. a Fedora Atomic
'toolbox' where podman lives on the host), as long as PostgreSQL is already
running and reachable. Only fall back to starting a container when a runtime
(podman/docker) is actually available; otherwise fail with a clear message.
